Emergency management - advisory services

At Wai Comply we can support organisations who are tasked with delivering emergency management services (including general businesses) with planning and preparedness for emergencies. Wai Comply is in a unique position whereby the specialist skillsets of one of the Directors (Matt Parkinson) has been used extensively during national emergencies (Christchurch, Kaikoura and Havelock North) to provide technical support with relation to sanitary services (lifeline utilities). In an emergency management context Matt has been an integral part of the Ministry of Health and Taranaki DHB’s ‘health emergency sector’ for the last 10 years.

Matt currently supports and operates within the current Civil Defence and Emergency Management Taranaki group through being appointed (and acting) as the “Group Recovery Manager”. This gives Matt a unique knowledge and application of activities occurring within the emergency management sector within New Zealand, and is well versed to understand the risk environment including the emergency management concept of the 4 “R’s”:

  • Readiness

  • Response

  • Reduction

  • Recovery

Emergency Management Concepts

Wai Comply considers that the United Nations “Sendai Framework for Disaster Reduction” is the guiding framework in which organisations should be strategically aligning their emergency management services with. The founding principles of the Sendai Framework are set on four priorities for action:

  • Priority 1. Understanding disaster risk

  • Priority 2. Strengthening disaster risk governance to manage disaster risk

  • Priority 3. Investing in disaster risk reduction for resilience

  • Priority 4. Enhancing disaster preparedness for effective response and to “Build Back Better” in recovery, rehabilitation and reconstruction

When it comes to emergency management planning within New Zealand, all response plans should align with the Co-ordinated Incident Management Systems (CIMS) framework. Wai Comply has a great understanding of each of the tasking requirements for each of the CIMS functions, and can support organisations with the development and revision of emergency response (or preparedness) plans against the CIMS structure below:

Advisory Services

At Wai Comply, we believe through utilising our emergency management experiences we can support organisations and business in delivering the following services:

  • Planning development and audits: including emergency response protocols and business continuity planning

  • CIMS functions: delivery of key CIMS functions (Operations, Planning, Intelligence, and Welfare)

  • Subject matter support (public health) in support of response managers and controllers

  • Biosecurity Responses including; pests-extermination – setting and observing traps (mainly mosquito species which may result in the domestic spread of arboviral disease)
